Kevin Scarce was born on 4 May 1952 in Adelaide and attended Elizabeth East Primary School and Elizabeth High School. In 1968, Scarce went to the Royal Australian Navy College (Creswell) at Jervis Bay, graduating in 1972.
From 2004 - 2005 Scarce was Chief Executive Officer of the South Australian Defence Unit. In May 2007 he was appointed to be Governor of South Australia. At the time, Scarce was the youngest governor thus far, born in SA, to occupy that position and the first Royal Australian Navy officer.
In December 2014, Scarce was appointed Chancellor of the University of Adelaide. He was able to bring to this role much background experience in management in order to promote productive co-operation between government, industry and academic researchers. In 2014 Scarce proposed that South Australia consider developing the State's nuclear industry to compensate for a depressed manufacturing sector and was appointed to preside over a Royal Commission to enquire into the possible expansion of nuclear industry in the state, such as uranium mining, enrichment, power generation and nuclear waste storage. In the not-for-profit sector Kevin Scarce has been active in various fields such as the Cancer Council of South Australia, Novita Children's Services and Impact 100 - which awards grants to not - for - profit organisations in South Australia.
