A graduate of the University of Adelaide, he completed his medical degree (MB BS) in 1922.
While at University he was a member of the Inter Varsity Cricket Team, Inter Varsity Rifle Team and Inter Varsity Lacrosse Team.
Harry Fisher played eight first class matches for South Australia between 1920 and 1924.
He was subsequently a Tutor in Obstetrics at the University of Adelaide from 1932 to 1939 and honorary demonstrator in Anatomy in 1932 and 1933.
Fisher served in World War II as a Colonel and was a Director of Medical Services of the AIF Divisions.
By 1946 he had moved to Launceston, Tasmania.
Fisher was awarded an OBE in 1946 and a CBE in 1976.
